The song was used in Hindi film, Lekin… (1991) set in Rajasthan, as Kesariya Baalma, in which it was sung by Lata Mangeshkar, set to music by Hridaynath Mangeshkar. It was used in Hindi film Dor. It was also used in the title of TV series, Kesariya Balam Aavo Hamare Des (2009).
So, the song with meaning goes:

Kesariya Balam Meaning

Kesariya Balam, Aavo ni, Padhaaro mhaare des.
My Saffron Darling, Come, Welcome to my country.
Piya Pyaria Dhola, Aavo ni, Padhaaro mhaare des.
Sweetheart, Beloved, Come, Welcome to my country.
Sone ri dharti, jhatadi, chaandi ro aasmaan,
Golden land below, skies of silver.
Rang rangilo, ras bharyo, mhaaro pyaaro Rajasthan.
Flooded with color, brimming with vigor/vitality, my beloved Rajasthan.
Kesariya Balam, Aavo ni, Padhaaro mhaare des.
My Saffron Darling, Come, Welcome to my country.

Rajasthan is desert country, so the reference to the golden land and silver sky comes from there. It is a land of colour, it is also a warrior land, noted for the ferocity with which its people fight when threatened:

Hoon bhookh maroon, hoon pyaas maroon, Mewar dharaa azaad rahe,
Hoon ghore ujaaraah mein vicharoon, Mhare man me maan ri yaad rahe.
Let me die of thirst, let me die of hunger, but my homeland must always be free,
Let me fight and live in the desert desolation, but the thought of my motherland must always live in my heart.

Desert

Lyrics goes like this
